Yeah I used them both for some time. I always thought IRC could use an update, though. PSYC looked most promising due to keeping closer to IRC roots:

I'll be darned. Would you say they fix its core problems vs other protocols? Or try to do incremental improvements?

It's being done in a completely backwards-compatible manner - clients have to opt-in to new protocol features so it's more along the lines of incremental improvements.
