Facebook does require approval prior to launch in the App Gallery. Given all the recent scams within Games I am fairly certain that Facebook is getting far more aggressive about what gets into the Gallery.

Apple is not perfect but beyond the App Store one can deploy an iPhone App within a company via the enterprise deployment.
