"Doesn't do anything" seems like a strange way to describe "provides information that gets used to automate something that would be easy enough but really tedious and annoying". Development environments are basically just a pile of exactly those sorts of things.

That was my thought. By that logic, all configuration files "don't do anything".

Use direnv so .env works always
