This reminds me of when Bill Gates was purported saying that he'd enter the RAM market if prices didn't go down. Google has nothing to lose here. They want a faster web because it means more chances to provide ads. If ISPs aren't willing to provide it they will... and once they start the ISPs will have to follow suit.
