The U.S. Navy is often a first responder to disasters. This mission would be more effective if the Navy had ships that were specifically outfitted for the role. In 2010 I proposed starting with the USS Enterprise (CVN-65). The Big E was retired in 2012, decommissioned in 2017, and de-fueled by 2023. Amphibious Assault Ships - which are designed to support helicopters - would also be especially effective for disaster relief.
