Superset is software that connects to data sources and provides a GUI for running queries and analyzing results. Similar to Redash, Metabase, QuickSight, PowerBI, Tableau, Mode, Sisense, etc.

Tabler is just a (semi)framework for building the UI layer of that software. It doesn't provide any actual execution of logic.
