No, on average people would benefit if they worked together but in a tragedy of the commons situation often a many individuals abuse the resource so much that they wouldn't benefit from cooperating. See for example Californias water use situation, California is over using water each year and its aquifers are depleting, but the farmers who use all the water wouldn't benefit from all the farmers stopping.

Similarly if someone worked their way up by creating a really important bottleneck everyone has to go through rather than facilitating productivity in others, the company and many other employees would benefit if he changed but he wouldn't benefit from losing his reports and thus well paying job.

This is different from prisoners dilemma where everyone benefits if everyone cooperated.
