People who repeat this often seem to think that a company can do anything it wants without consequences. If Volkswagen cheats emissions tests, maybe they'll get a slap on the wrist, maybe they'll get slammed by regulators. Whoever in the company that tries to "maximize shareholder value" must consider that risk too. Getting slammed by regulators is a good way to LOSE shareholder value.
