Additionally air conditioners should transfer heat to tap water, not outside air. Water as a medium to discard heat is more efficient.

There are downsides to this: wasted tap water and hot sewers. Probably certain municipalities should disallow such air conditioner water heaters except to make hot water for showering and bathing.
