It is definitely not the same hardware, just because it has a couple of AMD CPU/GPUs on them doesn't mean programming is anything like a PC.
You are missing the way the CPUs, GPU, audio controllers and DMA channels are actually layed out, the low level programming aspect (console OSes are pretty much like bare metal programming), and how their GPUs offer capabilities and shading languages differ from mainstream hardware and hardware agnostic 3D APIs.
Agreed - I anticipate the experiences made possible these technological choices will be novel:
- Instant feeling gameplay: startup, load next, and world density, speed not seen since the Vectrex-era (1980's).
- Uhhh, hopefully more than just that.
