Yes, but it does not make sense to take this mantra to religious extremes. As soon as you have different objects of different classes involved in the same state transition, you have a problem: where do you put the method that orchestrates everything? Usully, neither of the objects involved in the transition are the right place, but people shove it in there anyway.
